Catherine G. Kirkland

Catherine Kirkland is a partner with Gjerset & Lorenz, LLP, a national healthcare firm located in Austin, Texas.  Ms. Kirkland’s practice concentrates on a wide range of regulatory, compliance, and transactional issues.  In particular, Ms. Kirkland assists numerous hospitals across several states in their participation in Medicaid supplemental payment programs.  Ms. Kirkland’s practice includes:

  • Assisting hospitals with modeling the financial impact of legislative and regulatory changes;
  • Identifying Medicaid supplemental payment issues related to free-standing children’s hospitals and crafting policies focused on supporting children’s hospitals unique needs;
  • Analyzing the Medicaid reimbursement impact of consolidating, de-consolidating, or acquiring hospitals;
  • Evaluating Medicaid Disproportionate Share Hospital (DSH) funding opportunities for hospitals throughout the United States, including reviewing CMS guidance, compliance reporting, and appeals;
  • Collaborating and negotiating with State Medicaid Agencies to develop comprehensive strategies for Medicaid supplemental payment programs;
  • Tracking emerging health policy issues to restructure, design, and implement regulatory programs;
  • Analyzing and assisting healthcare providers with State reporting affecting supplemental Medicaid reimbursement programs tied to Medicaid fee-for-service charges/costs, Medicaid managed care volumes, uninsured volumes, and Medicaid expansion volumes;
  • Establishing and operating collaborations between public and private healthcare providers;
  • Drafting healthcare provider contracts between hospitals, physicians, and other healthcare organizations and professionals; and
  • Advising clients regarding Stark law and anti-kickback laws, in addition to other healthcare regulatory laws and regulations.

Prior to joining Gjerset & Lorenz, Ms. Kirkland served as a trial attorney with several litigation firms.
