Mr. Ramberg is a partner with Gjerset & Lorenz. Mr. Ramberg's practice focuses on hospital regulatory and
compliance matters and reimbursement issues challenging hospitals. Mr. Ramberg's practice is grounded on hospital
participation in Medicaid supplemental payment programs. Mr. Ramberg develops legislative strategies to educate elected
officials on the direct and indirect ramifications of proposed legislation on hospitals. Further, Mr. Ramberg participates
in industry-wide Medicaid policy development and implementation. In addition, Mr. Ramberg advises numerous hospitals on
Medicaid DSH program qualification and funding in Texas and assists hospitals with the self-reporting and compliance
components of the submission of hospital utilization data to state and federal agencies. To this end, Mr. Ramberg
frequently engages agency staff to ensure compliance with Medicaid program participation and to assess and resolve agency
errors.
Representative Experience
- Advised numerous hospitals annually on Medicaid Disproportionate Share Hospital Funding (DSH) qualification and compliance issues relating to participation for certification to state and federal agencies
- Advised health care providers on the impact of proposed state legislation, policy initiatives and industry changes on Medicaid reimbursement initiatives
- Developed and implemented legislative strategy for diverse hospital group to educate Legislative leaders of unintended consequences of proposed legislation relating to hospital operations
- Monitored both state legislative and rulemaking initiatives, impacting health care provider clients and prepared individual analysis on the implications
- Engages state agency representatives relating to Medicaid reimbursement matters
- Participates in industry and stakeholder forums to monitor policy changes affecting hospitals

Professional Background
- Before joining Gjerset & Lorenz LLP, Mr. Ramberg worked for the Texas Medical Association (TMA), assisting physician members with the integration of managed care into their practice. At TMA he coordinated the sales and marketing efforts of a physician practice management organization developed to address issues related to the expansion of managed care in Texas.
- Mr. Ramberg’s professional experience further includes working for a health maintenance organization facilitating the development of physician and hospital networks for the HMO’s commercial, CHAMPUS and Medicaid lines of business.
- Mr. Ramberg served as a judicial intern for the Honorable Edward C. Prado, prior to his appointment to the 5th Circuit, at the United States District Court, Western District of Texas.
